Fee configuration is centralized by action type, network, version and effective date. Calculations use integer basis points, retain historical configurations and assign indivisible rounding dust deterministically to the Economy allocation.

The current EVM registry is unaudited and undeployed. It quotes allocations but does not intercept token transfers or custody funds.
