Treasury Administration.

V1 has no browser-side treasury administration. Fee changes create new effective-dated versions under authorized contract or server-side administration, preserving the configuration used for historical events.

The undeployed EVM registry supports two-step administration so a reviewed multisig or timelock can be introduced later. No DAO, multisig, timelock or audit is represented as live until independently verified.
